It has been four years since the Paris Agreement was concluded and the global climate change strategy needs a new energy supply (forgive the pun). The plans presented by countries to the United Nations – nationally determined contributions (NDCs) – are not very close to the target level required to reach the agreement`s target of 2oC, let alone the 1.5-C target recommended by the IPCC (IPCC 2018). And the best way to defuse the growing public skepticism about the benefits of economic integration is to focus trade negotiations more directly on the major priorities of society, of which climate change is certainly one. At the 2011 UN Climate Change Conference, the Durban Platform (and the ad hoc working group on the Durban Platform for Enhanced Action) were created to negotiate a legal instrument to mitigate climate change from 2020. The resulting agreement is expected to be adopted in 2015. See the contact list of the interprofessional organization and the framework agreements for the different branches. Exchange of emissions reductions between countries and indication of the carbon price It contains provisions to leave the door open both to emissions trading and to progress in the development of carbon pricing systems. Under the title “Cooperative Approaches”, the possibility of an international transfer of mitigation results (international emissions exchange) and the creation of a mechanism for control and sustainable development are created. In recent decades, governments have made a joint commitment to slow global warming. However, despite increased diplomacy, the world may soon face the devastating consequences of climate change. Yes, there is broad consensus within the scientific community, although some deny that climate change is a problem, including politicians in the United States. When negotiating teams meet for international climate talks, “there is less skepticism about science and more disagreement about how to set priorities,” said David Victor, professor of international relations at the University of California, San Diego.
The basic science is this: it is time to build the international economic architecture needed to accelerate the spread of low-carbon energy innovations, which entrepreneurs are increasingly putting on the market on competitive terms. If we rely solely on the national political processes launched by the Paris Agreement, the necessary diffusion of these technologies is simply not carried out in time dictated by the physics of our atmosphere. The Department of Energy and Climate Change and industry have negotiated energy efficiency targets for each sector – the sector`s commitment. The objectives were then incorporated into framework agreements between inter-professional organisations and the Environment Agency. Umbrella agreements also list processes that are eligible for a CCA.
